Budget 2026-27: Mental Healthcare Spending to Rise as Ranchi’s Central Institute of Psychiatry Set for Major Upgrade

The Union Budget 2026–27 has announced a significant boost to India’s mental healthcare infrastructure, with Ranchi’s Central Institute of Psychiatry (CIP) set to be upgraded as a regional apex institution. The move is expected to substantially strengthen mental health services, research and training facilities in Jharkhand and the wider eastern region of the country.

Presenting the Budget in Parliament, Union Finance Minister Nirmala Sitharaman outlined key initiatives aimed at addressing long-standing gaps in the mental healthcare system. She announced that national mental health institutes in Ranchi and Tezpur in Assam would be upgraded to regional apex institutions. In addition, the government will establish NIMHANS-2 to meet the long-felt need for a national-level mental health institution in north India.


The Finance Minister said the absence of a dedicated apex mental health institution in northern India had been a major shortcoming in the country’s healthcare ecosystem, necessitating the creation of NIMHANS-2. The proposed institute is expected to complement existing centres and improve access to specialised mental healthcare services across regions.


The upgradation of the Central Institute of Psychiatry in Ranchi is expected to expand its national role significantly. Officials said the move would pave the way for infrastructure expansion, enhanced funding, advanced research in psychiatry and neuroscience, and the introduction of modern diagnostic and treatment facilities. It will also strengthen specialised training programmes for mental health professionals, including psychiatrists, psychologists and psychiatric social workers.


Health experts have welcomed the announcement, noting that CIP Ranchi, one of the oldest mental health institutions in Asia, has played a crucial role in psychiatric care and education for decades. With increased funding and upgraded status, the institute is expected to better address the growing mental health burden in the region.


The Budget announcement reflects a broader push by the Union government to prioritise mental health as a key component of public healthcare, amid rising awareness of mental health challenges and increasing demand for accessible, quality mental health services across India.
