Educational Qualification Not Mandatory for Rajasthan Panchayat elections and Urban Local Body Polls: Rajasthan Government

Jaipur:The Rajasthan government has clarified in the Legislative Assembly that there is no proposal under consideration to make educational qualifications mandatory for candidates contesting elections to panchayats or urban local bodies in the state. The clarification puts to rest ongoing speculation about possible eligibility changes for local body elections.

Educational Qualification Not Mandatory

At the same time, the state government informed the House that the process to remove the restriction barring candidates with more than two children from contesting local elections is currently underway. The matter is being examined by the Law Department, and necessary legal steps are in progress.


The information was shared in a written reply to an unstarred question raised by Congress MLA Pusaram Godara. Notably, this is the first time the Rajasthan government has clearly stated its position in writing on both the issues—educational qualification requirements and the two-child norm.


In its response, the government said that while there were earlier discussions on introducing minimum educational qualifications for candidates contesting panchayat and urban body elections, the proposal failed to gain consensus. Several public representatives had opposed the move, arguing that such a requirement could exclude a large section of rural and marginalised populations from democratic participation.


The clarification assumes significance in the context of ongoing debates on electoral reforms and inclusivity in local governance. Political observers note that removing the two-child norm could potentially widen political participation, while the decision not to impose educational qualifications reflects the government’s stance on ensuring broader democratic access at the grassroots level.


Further clarity on the timeline and legal framework for removing the two-child restriction is expected once the Law Department completes its review.
