Gujarat to Amend Marriage Registration Rules, Cites ‘Misuse’ of Existing Norms

Gandhinagar: The Gujarat government has proposed amendments to its marriage registration rules, stating that certain provisions of the current framework have been misused. The proposed changes aim to strengthen verification procedures and enhance transparency in the registration process.

According to officials, the revised rules will require applicants to provide additional personal details, including the names, residential addresses, Aadhaar numbers, and contact information of their parents at the time of submitting the marriage registration application.


Key Proposed Changes

Under the draft amendment:

  • Applicants must furnish complete details of both parents, including Aadhaar numbers and contact details.

  • The Assistant Registrar will verify the application and supporting documents.

  • Once satisfied, the office will inform the parents of both parties within 10 working days.

  • Additional documentation checks may be introduced to confirm identity and age.

The government has stated that the changes are intended to prevent fraudulent registrations and ensure that all parties involved are legally eligible for marriage.


Reason for Amendment

Officials said the move follows instances where existing norms were allegedly misused for unlawful purposes, including identity concealment and irregular documentation. The stricter requirements are aimed at preventing such cases and reinforcing accountability within the system.

Authorities maintain that the amendments are administrative in nature and are designed to streamline the process while safeguarding the rights of individuals.


Concerns and Reactions

Legal experts note that any modification to marriage registration procedures must balance regulatory safeguards with the right to privacy and individual autonomy. Some civil society groups have expressed concern about the requirement to share parental Aadhaar details, citing privacy implications.

However, state officials argue that informing parents does not interfere with the legal validity of a marriage but adds a layer of transparency to the process.

The proposal is expected to undergo further review before formal notification. Once implemented, updated guidelines will be circulated to all district registrars across Gujarat.
