Himachal Pradesh Apple Growers Oppose Reduced Import Duty on New Zealand Apples

Apple growers in Himachal Pradesh have strongly opposed the reported reduction in import duty on apples from New Zealand, warning that the move could severely impact the livelihoods of thousands of orchardists in the hill State.

Memorandum Submitted to Governor

Representatives of apple growers’ associations submitted a memorandum to the Governor, urging immediate intervention to safeguard the interests of local farmers. They argued that lowering import duties on foreign apples would make them more price-competitive in Indian markets, putting additional pressure on domestic producers.

The growers said that apple cultivation forms the backbone of Himachal Pradesh’s rural economy, supporting lakhs of families directly and indirectly through allied sectors such as transport, packaging, and cold storage.


Fears of Market Disruption

According to orchardists, imported apples — particularly from New Zealand — are often marketed as premium products and already enjoy a niche urban customer base. With reduced import duties, they fear a possible influx of cheaper consignments that could drive down prices during the peak domestic harvest season.

Farmer leaders claim that production costs in Himachal Pradesh have risen significantly due to increasing prices of fertilizers, labour, packaging materials, and transportation. In such a scenario, any price drop caused by foreign competition could hurt small and marginal growers the most.


Call for Policy Protection

The growers have demanded that the government maintain or increase import duties to ensure a level playing field. They also called for stronger implementation of minimum import price mechanisms and quality standards to prevent under-invoicing and dumping.

They stressed that trade agreements should not undermine local agricultural sectors that sustain fragile hill economies.


Government’s Balancing Act

Policy experts note that import duty decisions are often linked to broader trade negotiations and diplomatic considerations. However, they acknowledge that sudden tariff changes can trigger concerns among domestic producers, especially in sensitive sectors like horticulture.

As the debate continues, apple growers in Himachal Pradesh are seeking assurances from both the State and Central governments that their interests will be protected amid evolving trade policies.


The issue is expected to remain a key talking point in the State’s agricultural and political discourse in the coming weeks.
