Nitish Kumar Directs Transport Department to Improve Pedestrian Safety Under ‘Saat Nischay-3’

Patna: Nitish Kumar has directed the State Transport Department and allied agencies to take concrete steps to make roads safer for pedestrians across Bihar under the government’s flagship development programme ‘Saat Nischay-3’.

Chairing a high-level review meeting, the Chief Minister emphasized that urban and rural road infrastructure must prioritize pedestrian safety, especially in densely populated areas, near schools, hospitals, marketplaces and public transport hubs.


Focus on Pedestrian-Friendly Infrastructure

Officials said the Transport Department has been instructed to prepare a comprehensive roadmap that includes:

  • Construction of footpaths and dedicated pedestrian walkways

  • Installation of proper zebra crossings and traffic signals

  • Improved street lighting to enhance night-time visibility

  • Deployment of speed-calming measures in accident-prone zones

  • Creation of designated bus bays to reduce roadside congestion

The Chief Minister stressed that road design must shift from being vehicle-centric to people-centric, ensuring safe mobility for children, elderly citizens and differently-abled persons.


Use of Technology and Data

Under ‘Saat Nischay-3’, the government plans to integrate modern technology and data analytics to identify accident-prone areas and high-risk corridors. Real-time monitoring systems and digital dashboards may be used to track road safety indicators and ensure timely intervention.

The initiative will also focus on strengthening traffic enforcement through surveillance cameras and stricter penalties for violations such as speeding and drunk driving.


Inter-Departmental Coordination

The Chief Minister directed closer coordination between the Transport Department, Urban Development and Housing Department, Road Construction Department, and district administrations to ensure that safety measures are implemented effectively at the ground level.

Officials have been asked to conduct safety audits of major roads and submit district-wise action plans.

‘Saat Nischay-3’ represents the government’s broader commitment to improving the quality of life through modern infrastructure, innovation and responsive governance. The programme aims to make everyday life easier for citizens by strengthening public services, enhancing connectivity and promoting inclusive development.

The Chief Minister reiterated that road safety is not merely a transport issue but a public welfare priority. He instructed authorities to ensure that pedestrian-friendly measures are visible and measurable within a defined timeline.


The Transport Department is expected to submit its detailed implementation plan in the coming weeks.
