The Tumultuous Tenure of R.N. Ravi as Tamil Nadu Governor

Chennai: The tenure of R. N. Ravi as the Governor of Tamil Nadu has been marked by repeated confrontations with the State government led by Chief Minister M. K. Stalin. Over the past few years, tensions between the Governor and the ruling Dravida Munnetra Kazhagam (DMK) government have frequently made headlines, reflecting deep disagreements on constitutional and administrative matters.

One of the most visible flashpoints was Ravi’s walkouts from the Tamil Nadu Legislative Assembly during official proceedings. On several occasions, the Governor left the Assembly after disagreements with the State government over the content of his address and other procedural matters. These incidents triggered strong reactions from the ruling DMK, which accused the Governor of deviating from established constitutional conventions.


Another major area of conflict involved the appointment of Vice-Chancellors to State-run universities. The Governor, who serves as the Chancellor of most public universities in the state, was involved in disputes with the Tamil Nadu government over the authority and procedures for appointing Vice-Chancellors. The State government argued that the Governor was interfering in matters that should involve the elected government, while the Raj Bhavan maintained that the appointments were within the Governor’s statutory powers.


The tensions also extended to the delay in approving several bills passed by the State Assembly. The DMK government accused the Governor of withholding assent to key legislations, which it said slowed down governance and policy implementation in the state. The Governor’s office, however, maintained that certain bills required further examination before approval.


Political analysts say the strained relationship between Raj Bhavan and the State government reflects a broader debate in Indian federal politics regarding the role and powers of Governors in opposition-ruled states.


Despite the ongoing disagreements, the constitutional framework requires both the Governor and the elected government to work together in the administration of the state. However, the frequent disputes during Ravi’s tenure have made it one of the most contentious Governor–government relationships in recent Tamil Nadu political history.
