📊 Uttar Pradesh Receives Over 84% of Out-of-State MPLADS Funds, Data Shows

Recent data analysis has revealed that Uttar Pradesh received more than 84% of the funds spent by Members of Parliament outside their own constituencies under the Members of Parliament Local Area Development Scheme (MPLADS).

The findings highlight an unusual pattern in the utilisation of MPLADS funds, where money meant for development works in MPs’ constituencies was allocated to projects in other states or regions.

MPLADS Funds

Only 21 MPs Responsible for All Such Spending

According to the data, only 21 Members of Parliament were responsible for the entire out-of-constituency spending recorded under the scheme. Among them, just two MPs belonged to the Lok Sabha, while the remaining were members of the Rajya Sabha.

The analysis shows that these MPs directed a significant portion of their development funds to projects located outside their typical areas of responsibility.

Majority of Funds Flowed to Uttar Pradesh

Of the total funds spent outside the MPs’ usual jurisdictions, more than 84% were allocated to projects in Uttar Pradesh. The spending covered various development activities such as infrastructure improvements, community facilities, and public welfare projects.

Observers say the trend is unusual because MPLADS funds are typically intended to support local development within an MP’s own constituency or the state they represent.

Why Rajya Sabha MPs Can Spend Outside Their Constituencies

Unlike Lok Sabha MPs, who represent specific constituencies, Rajya Sabha members represent entire states. Because of this, they have greater flexibility in selecting locations for development projects, sometimes choosing areas beyond their immediate political base.

This flexibility may partly explain why the majority of the out-of-state allocations were made by Rajya Sabha members.

Debate Over Transparency and Priorities

The findings have sparked discussion about how MPLADS funds should be allocated and whether clearer guidelines are needed to ensure balanced development.

Critics argue that while the scheme allows MPs to support projects outside their constituencies in certain circumstances, the concentration of funds in a single state raises questions about equitable distribution.

Supporters, however, say MPs may choose specific locations due to urgent infrastructure needs, personal connections, or requests from local authorities.

About the MPLADS Scheme

The Members of Parliament Local Area Development Scheme allows MPs to recommend development projects in their constituencies. Each MP is allocated funds annually to support local infrastructure, community assets, and public welfare initiatives.

The latest data analysis highlights how a small number of MPs can significantly influence the geographic distribution of these funds, particularly when projects are recommended outside their usual areas.

📊 The report has renewed calls for greater transparency and detailed public reporting on how MPLADS funds are spent across the country.
