Uttarakhand Implements UCC Amendment Ordinance; Changes in Live-In Registration and Legal Terminology

The Uttarakhand government has implemented an amendment ordinance to its Uniform Civil Code (UCC), introducing key changes related to live-in relationships and legal terminology in official documents.

Officials said the ordinance aims to streamline procedures and remove certain gender-specific references in the law.

Provision for Live-In Relationship Termination Certificate

One of the major amendments provides for the issuance of a termination certificate by the registrar upon the end of a live-in relationship. Authorities explained that this step is intended to create a formal mechanism to record the dissolution of such relationships, similar to other legally recognised arrangements.

Under the revised provisions, couples who had registered their live-in relationship will now be able to formally document its conclusion through the registrar’s office.


Replacement of the Term “Widow”

Another significant change involves replacing the term “widow” with the gender-neutral word “spouse” in official language. Officials stated that the move is aimed at ensuring equality and inclusivity in legal terminology.

The amendment seeks to align documentation and statutory language with contemporary standards of gender neutrality.


Government’s Position

State authorities said the ordinance has been promulgated to address procedural gaps and clarify certain aspects of implementation. The government maintains that the changes are administrative in nature and intended to improve the functioning of the UCC framework.


Broader Context

Uttarakhand was the first State in India to implement a Uniform Civil Code, seeking to bring uniformity in personal laws governing marriage, divorce, inheritance, and related matters. The recent amendment reflects ongoing adjustments as authorities refine the law’s application.

Further rules and guidelines for operationalising the new provisions are expected to be notified by the concerned departments in due course.
