Why Chimbelkars Continue to Protest: Ajay Kholkar Questions Authority Over Unity Mall, Prashashan Stambh Shift

Panaji, Goa: Protests by residents of Chimbel continue as concerns mount over the proposed Unity Mall and Prashashan Stambh project, with activists questioning the decision-making process behind the plan. Speaking exclusively on the Head On programme, Ajay Kholkar said the agitation persists because key decisions are being taken without proper authority or procedural clarity.


Kholkar stated that GTDC Chairman Kedar Naik does not have the authority to decide on shifting the Unity Mall and Prashashan Stambh to an alternative location. According to him, any such decision must be taken collectively by the GTDC Board, not by an individual office-bearer.

Authority and Jurisdiction Under Question

Kholkar further pointed out that the site identified for the Prashashan Stambh falls under the jurisdiction of the Goa Electricity Department (GED), raising questions about whether all required inter-departmental approvals have been secured.

He also noted that the final survey report for the project site has not yet been received, adding to the uncertainty surrounding the proposed development.


Chief Minister’s Clarification

Referring to statements made earlier by the Chief Minister, Kholkar said it has already been clarified that the project does not fall within the zone of influence, countering claims that the development would adversely affect nearby protected or regulated areas.

Despite this clarification, Kholkar said residents remain unconvinced due to lack of transparency and formal documentation being made public.


Why the Protests Continue

According to Kholkar, Chimbelkars are demanding:

  • A clear decision from the GTDC Board, not individual officials

  • Public disclosure of survey reports and approvals

  • Clarification on land jurisdiction and departmental consent

  • Assurance that local interests and environmental concerns are safeguarded

“The protest is not political. It is about procedure, authority and transparency,” Kholkar said.


Ongoing Tensions

Residents have vowed to continue their protest until the government provides written clarity on the project’s scope, approvals and location. The issue has also triggered a broader debate on urban planning, governance, and public consultation in Goa.
